Is cPanel included as part of my dedicated web server setup?

 
No. cPanel is a separate piece of software that requires a licensing fee to use it. Should you decide to pay for a cPanel license, you can install it yourself but it's not recommended. Virtually everything that cPanel offers is already available to you such as adding a database, getting access to phpMyAdmin, accessing your web server and more.

If you need to perform a backup or your WordPress web site, then we highly recommend using Updraft or SolidWP formally known as Backupbuddy. To backup or restore your entire web server, you use Snapshots within your Google Cloud Platform Console. It’s very rare that anyone would need to use cPanel since most everything cPanel offers is already managed either through your WordPress Dashboard or your Google Cloud Platform Console itself.
